Time-warner considers per-gigabyte service fee, after itunes

destinyland writes "Time-Warner is now mulling a plan to charge a per-gigabyte fee for internet service. A leaked memo reveals they're now watching how many gigabytes customers use in a 'consumption-based' pricing experiment in Texas, which we discussed early last month. The announced plan was that they were considering a tier-based approach, as opposed to per-gigabyte fees. 'As few as 5 percent of our customers use 50 percent of the network,' Time-Warner complains, with plans to cap usage at 5-gigabytes, and more expensive pricing plans granting 10-, 20-, and 40-gigabyte quotas. Steven Levy at the Washington post suggests Time-Warner's real aim is to hobble iTunes, raising the cost of a movie download by $10 (or $30 for a high-definition movie). Eyeing Time-Warner's experiment, Comcast cable also says they're evaluating a pay-per-gigabyte model."

Chance for a tunguska sized impact on mars

Multiple users have written to tell us of an LA Times report that an asteroid may hit Mars on January 30th. The asteroid is roughly 160 feet across, and JPL-based researchers say that it will have a 1-in-75 chance of striking Mars. Those odds are very high for this type of event, and scientists are hoping to witness an impact of a similar scope to the Tunguska disaster. From the LA Times: "Because scientists have never observed an asteroid impact -- the closest thing being the 1994 collision of comet Shoemaker-Levy with Jupiter -- such a collision on Mars would produce a 'scientific bonanza,' Chesley said."

The government and media have been very quiet, probably to avoid a referendum. The APM program, which seeks brilliant kids and slots them directly into important jobs with no experience necessary, was formed after Google's attempts to hire veterans from firms like Microsoft had awful results. Canada may tax legal music downloads

FuriousBalancing writes "MacNN is reporting that Canadians may soon pay a small tax on every legal music store download. This fee is the work of a measure proposed by the Copyright Board of Canada. About two cents would be added to every song downloaded, with 1.5 cents being added to album downloads. Streaming services and subscriptions would also be taxed, to the tune of about 6% of the monthly fee. Most interesting - the tax would be retroactively applied to every transaction processed since 1996. 'The surcharge would help compensate artists for piracy, according to SOCAN's reasoning. The publishing group draws similarities between this and a 21-cent fee already applied to blank CDs in the country; the right to copy a song from an online store demands the same sort of levy applied to copying a retail CD, SOCAN argues. The tax may have a significant impact for online stores such as iTunes and Canada-based Puretracks, which will have to factor the amount both into future and past sales.' CRIA's President Graham Henderson argued in his affidavit that a recent decision from the Copyright Board of Canada 'broadens the scope of the private copying exception to avoid making illegal file sharers liable for infringement.'"
