Lawmakers say electric cars are too quiet

California lawmakers are pushing a bill that would ensure electric vehicles make enough noise to be heard by blind and visually impaired people. The state senate has already passed the bill but the governator hasn't yet taken a position. If passed, the bill would establish a committee which would study ways electric vehicles could make more noise. The committee's recommendations would be due by 2010. May I suggest a siren or some baseball cards in the wheels.

Pickens writes "Two photovoltaic solar power plants will be built in San Luis Obispo County in California, covering 12.5 square miles, that together will generate about 800 megawatts of power, the latest indication that solar energy is starting to achieve significant scale. 'If you're going to make a difference, you've got to do it big,' said Randy Goldstein, the chief executive of OptiSolar. OptiSolar will employ enough of its amorphous silicon thin-film solar panels at its Topaz Solar Farm project to generate 550 MW. Meanwhile, SunPower will install mechanical tracking for its more expensive 250 MW-worth of crystalline silicon photovoltaics at High Plains Ranch II in a bid to boost their efficiency by 30 percent from following the sun across the sky. The power will be sold to Pacific Gas & Electric, which is under a state mandate to get 20 percent of its electricity from renewable sources by 2010. The utility said that it expected the new plants to be competitive with other renewable energy sources, including wind turbines and solar thermal plants. 'These landmark agreements signal the arrival of utility-scale PV solar power that may be cost-competitive with solar thermal and wind energy,' said Jack Keenan, chief operating officer and senior vice president for PG&E." Reader thefickler notes some related news that researchers have developed a method of collecting infrared rays at night to supplement day-time solar power.

From DIY tinkerers in Atlanta trying to keep money from going overseas (or simply from leaving their wallets) to a guy in Oregon building an open source Civic conversion kit, Americans are taking energy policy in their own grease-stained hands."

Researchers pave way for compressor-free refrigeration

Hugh Pickens brings news that scientists from Penn State have developed a new method for heat-transfer that may replace the common compressor-based system used in household appliances. Quoting: "Zhang's approach uses the change from disorganized to organized that occurs in some polarpolymers when placed in an electric field. The natural state of these materials is disorganized with the various molecules randomly positioned. When electricity is applied, the molecules become highly ordered and the material gives off heat and becomes colder. When the electricity is turned off, the material reverts to its disordered state and absorbs heat. The researchers report a change in temperature for the material of about 22.6 degrees Fahrenheit... Repeated randomizing and ordering of the material combined with an appropriate heat exchanger could provide a wide range of heating and cooling temperatures."

Well in this case you get a tool that enables real-time status of the national electric grid that federal state and local agencies can use to coordinate and respond to major problems such as wide-area power outages, natural disasters and other catastrophic events. The Visualizing Energy Resources Dynamically on Earth (VERDE) system, announced this week, mashes together images and stats of everything from real-time status of the electric grid and weather information to power grid behavior modeling and simulation."

Google.org invests $2.75m in aptera motors

Google's philanthropic arm, Google.org, has just invested the first funds from its RechargeIT program: $5.5 million for plug-in electric vehicles. Half of the money goes to Aptera, whose 230-mpg, 3-wheeled electric we have discussed before. The other half bolsters the efforts of ActaCell, a Texas company working on li-ion battery technology developed at UT Austin.

chareverie writes "General Motors is forming a team with utility companies nationwide to create a charging infrastructure for electric cars. Their goal is to improve the design of charging stations — making them weatherproof and child-proof, for example — in locations such as public garages, meters, and parking lots. They're also working on ways to avoid overwhelming the utilities during peak hours. Their goal is to have these improved charging stations implemented by 2010, when the Chevy Volt is introduced. Everyone recognizes however that a national car-charging infrastructure would be far from complete at that time."

Posting an $11.34 electric bill (roughly 3% of previous months), Loyd shares his experiences using solar power and how it can be fun for the geek, with computer monitoring services and power generation data. Of course, solar power isn't all fun and games, given the amount of required maintenance — even unpredictable maintenance, like wiping off accumulated ash from fires in Northern California."
