| Sirius, xm merger gets fcc approval Multiple readers, including koavf, have written to tell us the FCC has finally approved the Sirius-XM merger that has been in the works for quite a while now. CNN has picked up AP coverage as well. We discussed approval of the merger by the Justice Department a few months ago. From CNN: "The Federal Communications Commission voted 3-2 to approve the buyout, with the tiebreaker coming Friday night from Republican commissioner Deborah Taylor Tate. Tate had insisted that the companies settle charges that they violated FCC rules before she would approve the deal. The companies agreed this week to pay $19.7 million to the U.S. Treasury for violations related to radio receivers and ground-based signal repeaters. FCC Chairman Kevin Martin confirmed the final vote Friday night. 'I think it's going to be, in the end, a good thing for consumers and be in the public interest,' he told The Associated Press." Reversing the decision of former FTC chairperson Deborah P. Majoras, the new chair William E. Kovacic is pushing the investigation to look into Intel's pricing policies. "Since it will almost certainly be many months before the commission decides whether to make a case against Intel, as European and Asian regulators have already done, the investigation could mark an important early test for the next administration on antitrust and competition policy." | Natural selection can act on human culture Hugh Pickens writes "Scientists at Stanford University have shown for the first time that the process of natural selection can act on human cultures as well as on genes. The team studied reports of canoe designs from 11 Oceanic island cultures, evaluating 96 functional features that could contribute to the seaworthiness of the vessels. Statistical test results showed clearly that the functional canoe design elements changed more slowly over time, indicating that natural selection could be weeding out inferior new designs. Authors of the study said their results speak directly to urgent social and environmental problems. 'People have learned how to avoid natural selection in the short term through unsustainable approaches such as inequity and excess consumption. The code was designed to delete almost all information on about 70 company servers. This may be longest federal prison sentence for trying to damage a corporate computer system, although Yung-Hsun Lin faced a maximum of 10 years." | Portable nuclear battery in the development stages Xight writes "The Santa Fe Reporter has up an article about a portable nuclear reactor, about the size of a hot tub. Despite it's 'small' size the company that is planning to develop the product (Hyperion Power Generation), claims it could power up to 25,000 homes. 'Though it would produce 27 megawatts worth of thermal energy, Hyperion doesn't like to think of its product as a reactor. It's self-contained, involves no moving parts and, therefore, doesn't require a human operator. "In fact, we prefer to call it a 'drive' or a 'battery' or a 'module' in that it's so safe," Hyperion spokeswoman Deborah Blackwell says. "Like you don't open a double-A battery, you just plug [the reactor] in and it does its chemical thing inside of it. You don't ever open it or mess with it."' | Yes virginia, isps have silently blocked web sites Slashdot contributor Bennett Haselton writes "A recurring theme in editorials about Net Neutrality -- broadly defined as the principle that ISPs may not block or degrade access to sites based on their content or ownership (with exceptions for clearly delineated services like parental controls) -- is that it is a "solution in search of a problem", that ISPs in the free world have never actually blocked legal content on purpose. True, the movement is mostly motivated by statements by some ISPs about what they might do in the future, such as slow down customers' access to sites if the sites haven't paid a fast-lane "toll". But there was also an oft-forgotten episode in 2000 when it was revealed that two backbone providers, AboveNet and TeleGlobe, had been blocking users' access to certain Web sites for over a year -- not due to a configuration error, but by the choice of management within those companies. Maybe I'm biased, since one of the Web sites being blocked was mine. But I think this incident is more relevant than ever now -- not just because it shows that prolonged violations of Net Neutrality can happen, but because some of the people who organized or supported AboveNet's Web filtering, are people in fairly influential positions today, including the head of the Internet Systems Consortium, the head of the IRTF's Anti-Spam Research Group, and the operator of Spamhaus. Which begs the question: If they really believe that backbone companies have the right to silently block Web sites, are some of them headed for a rift with Net Neutrality supporters?" | Ftc fines xanga for violating kids' privacy WebHostingGuy writes "As reported by MSNBC, the FTC has fined Xanga.com $1 million dollars for repeatedly allowing children under 13 to sign up for the service without getting their parent's consent. This is the largest penalty ever issued for violations of the Children's Online Privacy Protection Act." From the article: "'Protecting kids' privacy online is a top priority for America's parents, and for the FTC,' FTC Chairman Deborah Platt Majoras said in a statement. 'COPPA requires all commercial Web sites, including operators of social networking sites like Xanga, to give parents notice and obtain their consent before collecting personal information from kids they know are under 13.
